Entela Shehaj is a founding member of SEA Consulting.

An economist by training and experience, she has been involved in all aspects concerning regulation of energy markets. Prior to founding SEA Consulting, Mrs. Shehaj spent more than a decade as member of the Board of the Albanian Energy Regulatory Authority (ERE).

While at ERE, Mrs. Shehaj actively contributed on the following:

i) Discussions of the New Power Sector Law, New Gas Law and the Law on Renewable and energy market models;

ii) Tariff settings and tariff methodologies including feed-in tariffs on renewable energy sources and methodologies on setting the purchase price of electricity produced from small renewable sources of PV and Wind;

iii) Discussions on Power Purchase Agreements between certain market participants;

iv) Discussion and approval of all secondary regulation regarding the electricity sector such as market rules, network codes, rules for new connections, agreements and tariffs for new connections, capacity allocation, Licensing, etc.;

v) Analysis of long term developments in the sector and possible options including investment plans of regulated companies;

vi) Primary role on drafting and discussion all secondary legislation in gas sector and especially regulatory acts concerning the TAP project including Certification of TAP as ITO.

Mrs. Shehaj is very familiar with the third EU energy package. She has rich experience in collaborating with international institutions, such as Energy Community Secretariat, partner energy regulators and international consultants. Several presentations on regulatory issues made in international meetings and conferences including in the 6th World Forum on Energy Regulation on energy market monitoring.

In addition, and during almost her working career, Mrs. Shehaj has been involved in the academic area through teaching of mainly economics subjects at public and private universities. She also has extensive knowledge of primary and secondary legislation of higher education system in Albania, including national quality standards, as well as rules, procedures and processes of Higher Education Institutions accreditation.

Mrs. Shehaj was born in Gjirokastra, Albania. She received the Business Administration degree at Tirana University in 1993, and later on her MA in Economics for Business Analysis and PhD in Applied Economics at Staffordshire University in United Kingdom in 2002 and 2006 respectively.
